We take this opportunity to take a look at this new procedure, available in the S)ONE Port Community System.
The ANTES online service, offered by the French Customs and Excise Department (DGDDI), aims to dematerialize two essential customs formalities for imports: the notification of presentation of goods and the declaration of temporary storage. This service aims to simplify administrative procedures for operators, while optimizing the fluidity and efficiency of the import process. ANTES also offers enhanced traceability and security throughout the process.
The ANTES service is aimed at all players in the supply chain and in import customs clearance.
Operators must now use the ANTES system to file their notifications of presentation and declarations of temporary storage (DDT). The DDT becomes mandatory for all goods, even if they are not staying in a LADT/IST. It is possible to lodge a DDT in advance, or in combination with a notification of presentation of goods for customs clearance. In addition, data from sea and air manifests filed by carriers can automatically feed the DDT, with certain exceptions. Operators can also re-use data from the pre-arrival Entry Summary Declaration (ENS), filed as part of ICS 2, to avoid double entries.
The ANTES system can be used to monitor goods in temporary storage. However, IST authorization holders must continue to keep customs records and comply with time limits (90 days for IST, 3 days for LADT, extended to 6 days for transit). It is important to note that the Bon à Enlever (BAE) for customs clearance or transit will only be issued once all pre-clearance formalities have been properly completed.
The ANTES service is designed to be interoperable with the Port Community Systems S)ONE, used in ports and airports. S)ONE can be used to send presentation notifications, temporary storage declarations and re-export notifications to the ANTES customs system. S)ONE will continue to be able to keep records of temporary storage facilities (TSFs).
